The government has introduced new punitive measures targeting 16 fugitives, such as the cancellation of passports and a ban on financial dealings with them.

The 16 fugitives include Victor Ho Leung-mau, Chan Lai-chun, Keung Ka-wai and Chin Po-fun.

They were said to have participated in a subversive organisation named the "Hong Kong Parliament" outside the SAR and engaged in activities endangering national security.

That's alongside Elmer Yuan, Fok Ka-chi and Choi Ming-da who are also on the police's wanted list.

It's prohibited to provide or handle funds for them or engage in activities in connection with "immovable property" -- meaning people cannot rent flats to or from them.

There's also a ban on joint ventures or partnerships with the absconders.
