Limits on ICE arrests in new California ruling

A federal judge in southern California has put temporary limits on some immigration arrests in the Los Angeles area.

The ruling says people cannot be detained purely on the basis of their race, language or occupation.

The U.S. Homeland Security Secretary says "he's an idiot", although the judge is a woman. NBC reports.
