HK government proposes mechanism to recognise same-sex partnerships

The government has proposed to establish a registration system for some same-sex partnerships to receive legislative recognition.

The Court of Final Appeal ruled in September 2023 that the government must provide an alternative legal framework allowing legal recognition for same-sex couples within two years.

In a paper submitted to the Legislative Council, the government said the new registration mechanism will grant same-sex couples rights, including medical and after-death matters.

But they will first need to have their relationship registered outside Hong Kong.

Both individuals must be adults and at least one must be a Hong Kong resident.

Neither can be married to someone else at the time.

The government said it had taken into account Hong Kong's current social system and traditional values.
