The men are suspected of providing assistance to Kwok Fung-yee, a wanted person who is in fugitive, by altering the content of an insurance form and attempting to withdraw the balance of the insurance policy.
Kwok is wanted for suspectedly colluding with foreign forces to endanger national security.
The two men are understand to be Kwok's father and brother.
Kwok left Hong Kong in January 2020.
