Vancouver man charged with murder of 11 people in Saturday's car ramming

Canadian prosecutors have charged 30-year-old Vancouver resident Kai-Ji Adam Lo with murder for allegedly killing at least 11 people and injuring dozens more after he rammed an SUV through a crowd at a Filipino community festival in the city. Investigators said Lo had a history of mental health issues.

Hundreds of people flocked to the scene of Saturday's car ramming attack for a vigil and to lay flower bouquets and light candles in memory of those lost. Philippine and Canadian flags flapping in the wind.

Vancouver's mayor Ken Sim was at the Sunday vigil.

Vancouver Mayor Ken Sim said. "The community is devastated. The Filipino community, residents of Vancouver were heartbroken, were sad, were scared. There's a bit of anger there too...While extremely rare, obviously it's the first time it's ever happened in the city of Vancouver. It has shaken our city to its core."

On the eve of Canada's general election, Prime Minister Mark Carney offered condolences from the country's capital to the victims' families before commending the first responders.

The Canadian Prime Minister Mark Carney said,"I would like to commend the quick and compassionate actions of those at the scene and of our first responders. An investigation is ongoing to determine how and why this horrific attack occurred. 

Authorities have confirmed that one person is in custody and it is believed that they acted alone. Overnight, I was briefed by my national security and intelligence advisor and the public safety minister about the situation. 

Currently, we do not believe that there is any active threat to Canadians. 

This video posted on social media showed victims and debris strewn across a long stretch of road with a least seven people lying immobile on the ground.

The car entered the street where people were attending a Filipino community festival just after 8 p.m. Saturday, the Police Department said on social media.

The Lapu Lapu Day festival was being held in a South Vancouver neighbourhood.
