CE delivers 5-Year Plan and Policy Address

Chief Executive John Lee arrived at the Legislative Council to announce Hong Kong’s First Five-Year Plan, immediately followed by the delivery of his Policy Address.

At 11:00 AM, John Lee walked into the Legislative Council Chamber. He and his team wore green ties or scarves, along with blue lapel pins featuring the Chinese characters for "1-5," matching the blue and green covers of the Five-Year Plan and the Policy Address. Lee noted that publishing both documents on the same day helps the public better understand their interconnected relationship, turning the overall blueprint into concrete policy measures.

He added that over 17,000 feedback submissions were received during the consultation period for the Five-Year Plan. He expressed gratitude to the community and the Legislative Council for supporting this forward-looking, strategic, and directional guiding document. The Five-Year Plan comprises seven parts and 28 chapters, totaling around 60,000 words. Key themes include strengthening Hong Kong's status as four major centers, accelerating the development of the Northern Metropolis, enhancing public well-being, and boosting governance efficiency.
