The Police and the Independent Commission Against Corruption (ICAC) have formed a joint task force to investigate the deadly fire at Wang Fuk Court, and have arrested 14 people so far. Preliminary findings indicate that some individuals were attempting to pass off non fire-retardant shed netting as fire-retardant shed netting. Secretary for Security Chris Tang said: "When the fire was very serious, officers could only collect preliminary samples for testing from low level of Wang Chi House, which was not affected by the fire. The preliminary fence test showed that it met the fire resistance standards." "When the fire was somewhat under control, officers collected 20 samples from different locations in the eight blocks of Wang Fuk Court. We collected samples from high, middle and low floors, not from places that are usually easily accessible by opening a window. We went to places that are usually difficult to obtain test samples from, or even places where firefighters had to climb out, to collect 20 samples for investigation. Seven samples failed to meet flame retardant standards. It was found that many readily available samples had a higher success rate, while samples from hard-to-obtain locations were much more likely to fail.”
