Average wait time for 999 calls at 7.4 seconds with police arriving at scene within 9 minutes

The Security Bureau has revealed that the average wait time for the 999 emergency hotline in 2025 was 7.4 seconds.

In response to an inquiry from a legislator, Secretary for Security Chris Tang said the 999 hotline received about 1.93 million calls last year, with about 4 percent classified as emergency calls, involving assault, burglary, and fire. 

Police officers strived to arrive within the promised timeframe; 9 minutes in Hong Kong and Kowloon, and 15 minutes in the New Territories. Over 98 percent of cases were handled within the promised time.

The Security Bureau added 80 Police Communications officers who work in shifts throughout the day to answer 999 calls.
