Housing Bureau senior maintenance surveyor testifies at Wang Fuk Court hearing

The public hearing by the Independent Committee investigating the deadly fire at Wang Fuk Court in Tai Po resumed today, with a senior maintenance surveyor from the Housing Bureau's Independent Checking Unit testifying for the first time. He admitted his unit mainly relied on consultants regarding supervision work at the housing estate, adding that he did not read the relevant inspection report thoroughly. Senior maintenance surveyor Ku Siu-ping from the Housing Bureau's Independent Checking Unit (ICU) arrived at City Gallery in Central this morning to give his first testimony. According to ICU regulations, the unit must initially approve the consulting firm's registered staff's reports on their building inspection work. But it was revealed during the hearing that the ICU would only pick 16 reports to check every month, among which only one-third consisted of on-site inspections. When asked by Senior Counsel Victor Dawes whether he would read through the inspection reports thoroughly, Ku admitted he only reads the documents' table of contents. Ku noted that the reliability of the table of contents depends on the contractor. Regarding the fact that only one of eight buildings in Wang Fuk Court was chosen for an on-site inspection, Ku said he would bring the earlier inspection report to the housing block to check the document's accuracy. Dawes was sceptical of the depth of the ICU's inspection efforts, emphasising that they seemingly assessed the building's condition by eye, to which Ku agreed. On issues related to Wang Fuk Court's construction materials, Ku said the registered inspector would be responsible for the standard of the materials instead of the ICU or the Housing Bureau. But Ku stressed the ICU would refer complaints on temporary materials to relevant inspectors.
