The Independent Commission Against Corruption (ICAC) arrested five men and two women at the end of last month on suspicion of corruption in an attempt to obtain building maintenance contracts.

The ICAC had earlier received a report from a property owner alleging corruption in the maintenance work of a commercial and residential building in Mong Kok. 

An investigation revealed that the contractor's owner allegedly used relatives to secretly hold a project consulting firm, and obtained the project’s consulting contract at a low price. 

During the bidding process, he concealed his dual identity as both contractor and project consultant, as well as any conflict of interest, intending to induce the owners' corporation to select a maintenance contract worth $20 million. 

The owners' corporation's chairman was also arrested on suspicion of harboring a criminal. 

The ICAC said one of those arrested was a registered engineering inspector, who is suspected of failing to fulfill his inspection duties by signing building inspection reports. 

Furthermore, the ICAC also discovered that the project consulting firm and the contractor attempted to obtain two major building maintenance projects in Tai Hang and Sham Shui Po, totaling approximately HK$6 million, using the same method.
