In a written response to a question from a Legislative Council member, the Secretary for Labour and Welfare, Chris Sun, said that as of the end of February, a total of 2.68 million applications for Joy You Card had been received. He added that over the next three years, each year more than 110,000 people will reach the age of 60 and will meet the eligibility criteria for applying for Joy You Card. The Government has been closely monitoring the needs of beneficiaries for electronic services. It has continued to communicate with the Octopus Cards Company and public transport operators, to study and develop feasible options for a mobile Joy You Card. The work involves matters including enforcement, technical specifications, and system support arrangements—such as ensuring that the card must have reliable and effective anti-counterfeiting and identity verification functions. Where needed, identity can be quickly verified to prevent improper or non-compliant use.
