Sources said illegal sale of duty-paid fuel, consumers and sellers will face penalties, with proposed maximum fines of 1 million dollars and one year of imprisonment. 

Hong Kong has seen more cases of illegal fuel in the first two months this year.Illegal fuel activities generally fall into two categories.

The first involves the illegal trade, handing, or possession of untaxed petrol.

It is understood that the authorities intend to further increase the current penalties.

Another category involves the trade of duty-paid fuel at illegal filling stations.

Under current laws, only the seller will face penalties.

Sources said the government may hold those buyers liable, and confiscate the vehicles involved.
