The government has launched new procedures for investigating water seepage in private buildings, incorporating technology to pinpoint the source of the leaks. Owners fail to address the issue will be charged the full cost of the probe. Many households are plagued by persistent water seepage, and Mr. Ma is one of them. After buying a luxury flat in North Point, he found leaks in his bathroom, leading him to file a complaint with the government three months later. He recalled the officers conducted an inspection and found humidity levels exceeding 35 percent. They also performed a dye test upstairs, and confirmed the leak was coming from the drainage pipes above. Under the new system, authorities will introduce thermal imaging during the early stage to identify the source of seepage more accurately. If it is believed that the leak comes from an upstairs unit, a notice will be issued, requiring the owner to complete repairs within 28 days. If an owner is confirmed as the source, they will face a nuisance notice and be held liable for investigation costs, which is estimated to be over 17,000 dollars. The government expects the new process to issue repair notices within 14 days, a significant improvement over the current average of 71 days. The scheme is currently being carried out in six districts, with plans for a city-wide pilot program by mid-year.
