The government is set to amend the law to ban smoking at construction sites. Secretary for Labour and Welfare Chris Sun stated that the move will aid the Labour Department in combating smoking violations among construction workers. He said if contractors implement proper preventive measures, they will not face penalties. The tragic fire in Wang Fuk Court revealed that construction workers were smoking at sites. The government has proposed an amendment to prohibit smoking in all areas of construction sites. Violators will face a fixed fine of 3,000 dollars, while contractors will be fined up to 400,000 dollars. Speaking on a radio programme, Secretary for Labour and Welfare Chris Sun noted that the current smoking ban only covers indoor areas. After the revised law takes effect, smoking will not be allowed on scaffolding and vacant units undergoing renovation. Contractors, however, may not face court penalties if they have preventive measures in place. The proposed amendments will be discussed at the Legislative Council Monday. Meanwhile, the 2 dollar public transport fare concession scheme will be adjusted to a "2 dollar flat rate or 80 percent discount" starting next Friday. Chris Sun said the reconfiguration, testing and final review for over 17,000 Octopus readers were completed. He believes the change will not discourage the elderly from going out.
