LegCo approves $4.06bn for expanded "SmartView" surveillance network

The Legislative Council Finance Committee has approved 4.06 billion dollars in funding to expand the police's citywide surveillance network under the SmartView programme.

Launched in 2024, the scheme already launched around 5,000 cameras across the city in the first phase.

The Security Bureau says they helped the police solve 990 cases as of February this year, including murder and robbery.

The newly approved funding will support the second and third phases to install more than 20,000 cameras annually with a target of about 60,000 cameras installed across the city in 2028.

Lawmakers raised concerns over costs, including the recurrent staffing expenses of about 26 million dollars a year, as well as whether the AI programme purchased could quickly become outdated.

The government says the system's value should not be "purely measured in monetary terms" but on its ability to enhance crime prevention.

It adds that the AI-powered system will include image analysis capabilities.
