Cuban foreign minister says Havana will be open to dialogue with US

Cuba's Foreign Minister Bruno Rodriguez has said that Havana would be open to a serious and responsible dialogue with the U.S. but emphasised it would be without interference in internal affairs.

This as Cuba's power grid collapsed again Saturday leaving the country without electricity for a third time in March, as the government battles with a decaying infrastructure and a U.S.-imposed oil blockade.

The Cuban Electric Union announced a total blackout across the island without initially giving a cause for the outage.

The breakdowns are compounded by daily blackouts of up to 12 hours caused by fuel shortages, which also destabilises the system.

Meanwhile, Cuba's Revolutionary Armed Forces gifted troubadour Silvio Rodriguez a combat AKM-rifle and a replica of one after he recently said he would take up arms for the island. Rodriguez is one of Latin America's most  famous musicians.

Cuba officials noted that the ceremony occurred in the context of the island's National Defence Day.

This after U.S. President Donald Trump recently raised the possibility of a friendly takeover of Cuba.
