Security chief Chris Tang said the police have a special rehab programme in place for young suspects arrested but not charged over the 2019 protest.
Tang said the programme has been in operation for more than a year.
He would not elaborate on the programme's details, citing operational reasons.
But he said officers would provide rehab opportunities to the youngsters, and he described these projects as "positive activities."
