"Father of Wah Fu Estate” Donald Liao Poon-huai passed away at 96

Former Housing Secretary Donald Liao Poon-huai, known as the "Father of Wah Fu Estate," passed away yesterday at the age of 96.

Liao was among the first graduates of the Department of Architecture at the University of Hong Kong. He joined the government’s public housing division and later served as Secretary for Housing. 

During his tenure, he designed public housing estates such as Wah Fu Estate and Ma Tau Wai Estate.

Completed in 1968, Wah Fu Estate was Hong Kong's first public housing estate planned and designed using the concept of a "town." 

Liao later became the first Chinese Chief Secretary for District Administration in 1985 and served until his retirement in 1989.
