Budget 2026/27: AI Strategy Committee set up to promote industry and public AI training

This year's Budget also sets sights on turbocharging the industrial use of artificial intelligence and promote widespread public adoption.

Financial Secretary Paul Chan says the government is strengthening support in computing power, land supply and capital investment to fast-track AI development. 

He will establish and chair the Committee on AI+ and Industry Development Strategy.

Chan says the initial focus will be on life and health tech, as well as embodied intelligence which integrates AI into robotics applications. 

To promote citywide adoption, the government will allocate 50 million dollars to public organisations, tech firms and tertiary institutions to organise AI courses and competitions.

Hong Kong's eight publicly funded universities will introduce 27 new undergraduate programmes related to STEAM, including AI, creative industries and data science over the next three academic years.

The Employees Retraining Board will be renamed and upgraded as "Upskill Hong Kong" to provide AI application-related training.

Meanwhile, the Hong Kong Artificial Intelligence Research and Development Institute -- announced in last year's Policy Address with 1 billion dollars in funding -- will begin operations in the second half of the year. 

It will support AI research and commercialisation, and advise on governance and regulatory frameworks.

An additional 100 million dollars will be allocated to accelerate the digital intelligence transformation of government departments.

Emerging industries are set to see more government support, including the low-altitude economy, aerospace and autonomous driving. 

Measures include rolling out the traffic management system for "unmanned aircraft," cross-boundary routes and "passenger-carrying flying aircraft" in phases in the first half of the year.

The Airportcity Link, Hong Kong's first commercially operated autonomous transport project, is expected to commence operations within the year.
