The Fire Services Department on Tuesday said close to 36,000 fire calls were made in the city in 2025.

And human negligence accounted for the cause of some cases.

In a press conference, the Fire Services Department presented its year-end review of 2025.

The department received 35,972 fire calls; 2,000 related to residential buildings, which saw a rise of 25 cases compared to 2024.

Electrical faults and human negligence, such as mishandling of cigarette butts, were the main causes of the those cases.

Authorities carried out a total of 447,464 fire safety inspections throughout last year and issued 17,093 fire hazard abatement notices. They also made 3,458 direct prosecutions.

Andy Yeung, Director of Fire Services said: "There is a little bit decrease in number, but in some particular cases, (where) we take enforcement actions against the owner,
the occupier of the fire services installation -- there is an upward trend. We have 1,408 cases of prosecution against buildings with (negligence) of annual inspection of their fire services. We would like to introduce a fixed penalty system specified and easily verifiable offences, and for example, such as the non-compliance of conducting the annual inspection of fire services installation and equipment on premises."

Speaking of the department's follow-up work in the aftermath of the Tai Po fire in November, Yeung said they had submitted all relevant documents to the Independent Committee to assist its investigation.

The department said they aim to submit amended bill proposals to Legco within this year, a step further to regulate the city's fire safety.
