The government has launched its first-ever open recruitment for the positions of Director of Food and Environmental Hygiene Department and Director of Information Services, drawing attention from lawmakers who questioned whether this could lead to a permanent, regularised mechanism for open recruitment of senior civil servants.

Lam Chun-sing, labour sector legislator from the Election Committee constituency, raised concerns during a legislative session: "Open recruitment for the Director of Food and Environmental Hygiene Department is noteworthy because historically, holders of this position often received further promotions, such as advancing to Permanent Secretary. Will the government set a timetable or target to open more directorate civil servant positions for public recruitment in the future, establishing a regularised and normalized talent mobility mechanism?"

In response, Secretary for the Civil Service Ingrid Yeung Ho Poi-yan stated: "Open recruitment for relatively senior positions, especially departmental director posts, is really determined by the needs at the time. As for whether we will continue to conduct more of this type of open recruitment? It depends on the needs of different positions at different times. Therefore, there may not be a permanent practice or fixed model."
