US launches second phase plan to end Gaza war

The United States said it is launching the second phase of its plan to end the Gaza war, even as key elements of the first phase remain unfulfilled.

The first phase has been shaken by issues, including Israeli airstrikes that have killed hundreds in Gaza and the failure to retrieve the remains of one last Israeli hostage.

It also faces the challenge of trying to disarm Hamas and deploying an international peacekeeping force.

As parties approach the second phase of the Gaza peace plan, the family of Ran Gvili are struggling to move on. Gvili is the last hostage whose remains have yet to be returned from Gaza, as part of the US-brokered peace agreement with Hamas.

The delay adds to the fragility of the truce, which went into effect in early October. Since then, hundreds of Palestinians have been killed in Israeli strikes.

On Wednesday, a funeral was held for a Palestinian nurse killed by Israeli forces near Khan Younis in the south.

Delays in reopening of the border crossing with Egypt is another issue, along Hamas having yet to disarm.

US President Donald Trump's special envoy Steve Witkoff posted on social media that the second phase will feature the establishment of a transitional technocratic  Palestinian administration in Gaza He said the process of disarmament and reconstruction has begun.

The 15-member governing body will be led by Ali Shaath, a former official of the Western-backed Palestinian Authority based in the West Bank. The body will be overseen by an international "Board of Peace".

Shaath has said that the priority is providing urgent relief for the people of Gaza who have been suffering under two years of relentless Israeli airstrikes that have devastated the strip.

The population, most of them living in flimsy tents, are now trying to keep warm during the Gaza winter.

A key concern is the disarmament of Hamas, who have said they would only lay down their weapons after the establishment of a Palestinian state.

The United Nations says it's important to put a credible political path forward to formally end the war.

Stephane Dujarric, spokesman for UN Secretary-General said: "You know, as we said when the ceasefire was announced, what's important is that all of the parties involved in this conflict have been given an opportunity, and they need to seize it to put a credible political path forward. Our humanitarian colleagues on the ground warned that insecurity in Gaza and that includes airstrikes,  shelling and armed clashes is on the rise, leading to civilian casualties."
