The new Legislative Council will hold an election to choose its President tomorrow. 

The election will be conducted by secret ballot. If the votes are tied after two rounds, a drawing of lots will determine the winner.

The candidates are Starry Li, a member of the Standing Committee of the National People's Congress and a member of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), and Ronick Chan Chun-ying, a deputy of the National People's Congress and the Legco representative of the finance sector.

The candidates' forum will be held at 9:30 am on Thursday and will last for no more than two hours. It will be moderated by Gary Chan of the DAB.

Both candidates will have five minutes to present their campaign platforms. Afterwards, there will be a Q&A session.

After the forum concludes and a ten-minute break, a secret ballot will be held. Each member will be given a ballot, which can be stamped after the media and members of the public have temporarily left the room.

The ballots will then be counted in front of the members, supervised by the nominators of the two candidates, Ng Wing-ka and Peter Shiu.

The candidate with the higher number of votes will be elected. However, if the number of votes is tied, a second round of voting will be held. If the number of votes is still tied, the Legislative Council Secretary will draw lots to determine the winner.

The ballots will be destroyed under the supervision of all members.
