New rule to tackle abandoned cars

Transport Department reminds registered vehicle owners that starting Monday, Dec 22, a new vehicle registration and licensing system will be implemented to tackle improper vehicle abandonment at the source. For vehicles that have not been licensed for two years or more, the Transport Department will issue a notice to the registered owner, requiring the owner to, within three months, license the vehicle, dismantle the vehicle, or permanently export it from Hong Kong. Afterwards, the owner must submit documentary proof to the Transport Department and cancel the registration. Otherwise, it will constitute an offence. On first conviction, the maximum penalty is a fine of HK$10,000 and imprisonment for three months; for each subsequent conviction, the maximum penalty is a fine of HK$25,000 and imprisonment for six months.
