The Hong Kong SAR Government, together with the Liaison Office of the Central People's Government in Hong Kong, held a symposium at the Hong Kong Convention and Exhibition Centre. Chief Executive John Lee said in his address that the government will seriously follow up on the Tai Po fire and that it will uphold the spirit of the Constitution to protect the people's well-being and reform the system. Before the symposium began, A minute's silence was observed for the victims of the Tai Po fire. The theme of the symposium was "The Constitution and the Great Rejuvenation of the Chinese Nation." John Lee said: "I announce the establishment of an independent commission chaired by a judge. Members will include experienced professionals and can request government departments, including those with investigative powers, to assist the commission in its efficient work. "This fire has strengthened my belief in the spirit of the Constitution and the rule of law. The spirit of the Constitution lies in the practical protection of the people's well-being. The ultimate pursuit of the rule of law is to ensure that everyone can have a warm life under its protection." Liu Guangyuan, Deputy Director of the Liaison Office of the Central People's Government in Hong Kong, said that President Xi Jinping took the Tai Po fire seriously and described the SAR government's response as effective.
