The Independent Commission Against Corruption (ICAC) has issued arrest warrants for two individuals suspected of inciting others online not to vote in the Legislative Council election. Three others have also been charged for allegedly reposting related posts. One of the wanted individuals, Keung Ka-wai, is also suspected of violating the National Security Law and is wanted by the National Security Department of the Hong Kong Police Force. The ICAC said the 34-year-old Keung posted on social media starting in October, urging citizens not to vote in the Legislative Council election. He claimed he was not afraid of the National Security Department or the ICAC. The 44-year-old Tong Wai-hung also posted on social media, inciting others not to vote. The ICAC said that both have left Hong Kong. Keung was previously suspected of organizing and running for the so-called "Hong Kong Parliament," and was suspected of violating the crime of subversion of state power. He was wanted by the National Security Department of the Hong Kong Police Force with a reward of HK$200,000. The ICAC condemned those who spread incitement online against voting and reiterated that reposting such content is also illegal.
