Ecuadorians have voted to strike down a proposal that would have allowed foreign countries run military bases in the South American country where drug gangs are extorting communities and killing politicians as they fight for territory. Sunday's vote also lead to the rejection of Ecuador launching a process leading to a new constitution. By 9 pm Ecuadorian time Sunday, 65 per cent of the nationwide votes had been counted in the country's four part-referendum. By the time 80 percent of the ballots had been counted, Ecuador's National Electoral Council announced the measure that would allow the return of foreign military bases in the country showed two-thirds of the voters rejected the proposal. Another proposal rejected was the idea of launching a process that could lead to a new constitution. Six out of 10 voters said No. Protesters in Quito celebrated the victory of the No vote referendum. Former presidential candidate Luisa Gonzalez said, "The homeland has triumphed, which means that this country has overcome hatred and united to tell those who govern us that you don't play with Ecuador, you don't play with the rights of Ecuadorians. Here there is a dignified people who today said No to your lies, your corruption and your destruction of the country." It was a significant defeat for President Daniel Noboa, a conservative who is closely aligned with the Trump administration and had pushed Ecuador's courts to include the question about rewriting the constitution. Noboa said in an X message after the results were released that his government will "respect the will of the people" and would continue to fight for the country that "everyone deserves." Noboa also announced Sunday the capture in Spain of Wilmer Chavarria Barre alias Pipo, the leader of one of the country's largest gang which is linked to the Mexican drug cartel Jalisco Neuva Generacion. Noboa described Chavarria as "the most valuable target on the list of criminals who cause so much harm to us and to the entire region" and said his capture was made possible through cooperation with Spain and the United States.
