The Legislative Council (LegCo) has passed the Basic Housing Units Bill at its third reading, regulating the size and living environment of subdivided flats for rental, with registrations starting in March next year.
Secretary for Housing Winnie Ho said subdivided flats with the worst living conditions can be gradually phased out.
She said once clear standards for subdivided flats are established, new operators will enter the market, providing new, verified, and basic housing that meets the new standards.
The new regulations stipulate that the rental area of subdivided flats must be at least 8 square meters and must meet fire and structural safety requirements.
Windows of units can face a patio, but it must have an entrance and exit on the lowest level.
Subdivided flat owners will be required to register with the authorities starting March next year, after which they will have a three-year grace period to renovate their units.
