When Super Typhoon Ragasa was barrelling through Hong Kong, some thrill-seeking residents ventured out to the city's shorelines to view waves with children in tow, despite government warnings against such behaviour.
Sources say two women were arrested on suspicion of child neglect.
The two allegedly brought their children to view storms near Southern Horizons.
Online footage showed a woman of non-Chinese descent bringing a boy to watch the waves near the shore under typhoon conditions.
The duo and another woman were soon swept by the waves.
After investigation, the police arrested the mother of the son and her friend this afternoon.
Sources say the trio were taking photos on the shoreline while Hurricane Signal No.10 was in force.
Speaking on a radio programme this morning, Secretary for Security Chris Tang said currently there is no law to regulate wind chasing, so the government will look into stepping up enforcement.
He added that parents may be seen as neglecting their children's welfare, if they bring the younger ones to chase waves in a dangerous fashion.
