The Hurricane Signal No. 10 is now in force.

The Hong Kong Observatory upgraded the alert at 2.40 a.m. Storm warning level 9 came into force one just an hour earlier.

Super Typhoon Ragasa is southeast of Hong Kong. It is moving toward the city at about 22 kilometres per hour.

The Observatory forecast the weather will deteriorate rapidly and Ragasa will be closest to the Pearl River Estuary on Wednesday morning.

Winds and rain have picked up strength since midnight. In wind-swept Heng Fa Chuen in the Eastern District, more swells could be seen crashing the shore. Some waves went as high as lampposts.

Hundreds of flights were cancelled or delayed.

Travellers were gathered in front of flight schedule boards throughout Tuesday to check if their journeys were disrupted by adverse weather.

The airport's departure hall has been busy with many travellers opting to stay there and wait for the storm to pass.

Cathay Pacific Airways has cancelled around 500 short and long-haul flights.
