In the Philippines, Ragasa left at least three people dead and five others missing, and displaced more than 17,500 people in flooding and landslides.
Among the dead was a 74-year-old man. He was trapped in a vehicle that was partially buried in mud and rocks in the mountain town of Tuba in Benguet Province yesterday.
Two other villagers died in the storm, including a resident of the coastal community of Calayan in the province of Cagayan.
Schools and government offices in the capital region and 29 northern provinces were closed on Monday. Ferries and domestic flights were also cancelled.
