Huge waves pounding the shore of wind-swept Heng Fa Chuen in the city's Eastern District.
As the Gale or Storm Signal No. 8 was issued at 2:20 p.m., Super Typhoon Ragasa brought along storm surges. Waves crashing ashore are as high as the lampposts.
Still, some residents lingered to watch the waves. Officers on site urged people to step back for safety.
Along the waterfront were water barriers which stretch towards the lobby of the nearby housing estate and the parking lot with not a single car left.
Residents of the flood-prone neighbourhood, having witnessed the devastation wreaked by previous storms, have taken precautions.
This woman says she also stored some water in case of water cuts.
Across the harbour in Tsim Sha Tsui, some tourists say they would seek refuge indoors soon.
Turkish tourist DHA, "We are scared because I heard that it (will) be very serious. We are afraid of that and we are getting home now."
High above the storm, the Observatory and the Government Flying Service dropped weather probes over Ragasa's outbands in the morning and recorded near-surface winds of 135 km/h around 120 km from the centre of the super typhoon.
The Government Flying Service fixed-wing aircraft also passed through the eye of the storm in the afternoon, capturing one-quarter of its massive core.
The Observatory forecasts Ragasa to be closest to the Pearl River Estuary tomorrow morning, with hurricane force winds around offshore and highland.
A scientific officer of the Observatory says the circulation of Ragasa is wide with fierce winds, and the weather in Hong Kong is expected to deteriorate rapidly later today.
