An emerging TikTok deal with China will ensure that U.S. companies control the algorithm that powers the app's video feed.
The White House said on Saturday Americans will also hold a majority of seats on a board overseeing the app's U.S. operations.
President Xi Jinping and his U.S. counterpart Donald Trump held a phone call on Friday to discuss the Tiktok deal.
The U.S. Congress passed legislation calling for a TikTok ban to go into effect in January, but Trump kept it operating in the U.S., hoping to reach a deal with Chinese owner ByteDance.
White House Press Secretary Karoline Leavitt said tech giant Oracle would be responsible for the app's data and security and that Americans will control six of the seven board seats.
She said on Fox News that the algorithm will also be controlled by America.
A statement from the Chinese government after that phone call did not clarify what Xi had agreed to.
