The government has also increased the quota for non-local students in subsidised post-secondary institutions.
From the 2026/27 academic year, the cap on non-local student places at the eight publicly funded universities will increase from the current 40 percent of the total local student places to 50 percent.
The 15,000 subsidised places for local students will be maintained.
The Education Bureau will establish the "Task Force on Study in Hong Kong," bringing together the University Grants Committee, the Innovation, Technology and Industry Bureau and other relevant organisations to step up the promotion of higher education in Hong Kong.
Meaures will include rolling out the "Hong Kong: Your World-class Campus" publicity campaign to promote Hong Kong's quality resources in education.
