New AI team to help enhance civil servants' efficiency

The government will launch an AI Efficacy Enhancement Team to put to use technologies such as artificial intelligence to promote reform and efficiency.

In his policy address, Chief Executive John Lee announced the establishment of an AI Efficacy Enhancement Team. 

Citing the example of the 1823 services using AI technology to recognise voice enquiries from members of the public and help draft written responses, Lee said the application reduced about 30 percent of the processing time. 

He said the AI team will promote technological reform according to the needs of departments. He added that priorities will be offered to those with the most public interactions. 

The government will develop AI solutions, such as tools to help people make non-emergency reports, while bureaus will launch programmes like AI chatbots.

"Convenient, for sure," said resident Barry. "As long as people feel safe and they understand enough of the technology. We need to use technology wisely."

Another resident, Hosea, said: "I think it is good to start it now. While implementing this AI measure, at the same time, I think education is very important.If the general public, they don't know how to use it, then I think we will waste social resources.

The AI team will be led by Deputy Chief Secretary for Administration Warner Cheuk. The secretary for innovation, technology and industry and the commissioner for digital policy will act as the deputy leader and secretary general, respectively. 

Apart from government officials, the team will invite a private sector representative to serve as one of the deputy leaders, bringing in new perspectives and frontline market experience.

The term "AI" also features in other aspects of the policy address as the administration stresses it is a crucial component of the city's transformation. This includes the development of digital education in primary and secondary schools.

To do so, authorities have prepared 2 billion dollars in the Quality Education Fund, aiming to introduce AI education as a core curriculum and strengthen teachers' training in the relevant fields.
