An 80% increase in public housing supply in the 5 years starting from 2026/27

On housing, Chief Executive John Lee reasserts the average waiting time for a public rental housing unit will drop to 4.5 years.

He noted there will be an 80 percent increase in public housing supply in the five years starting from 2026/27, compared with the supply when he took office.

Measures such as the "flat-for-flat scheme for elderly owners" are introduced, which will increase housing supply and enrich the housing ladder.

Housing is one of the government's and the community's top priorities.

In this year's policy blueprint, Chief Executive John Lee vowed to build 189,000 public housing units in the five years starting from 2026/27 -- about 80 percent higher than when he took office.

This would help shorten the waiting time for a public rental housing flat from the current 5.1 years to 4.5 years next year. 

To assist more public rental housing tenants to become owners, the ratio of quotas between green form and white form applicants in future sales of subsidised housing flats will be adjusted from the current 4:6 to 5:5. 

Another quota of 1,000 will be added for white form applicants, who are non-public housing tenants, to purchase second-hand Home Ownership Scheme, or HOS, flats.

Half of this quota will be allocated to young family and single applicants below 40.

The ratio of larger units in HOS projects will be increased. 

The alienation restriction period of new flats for sale will be relaxed from 15 years to 10 years to encourage upward mobility. 

For seniors aged 60 or above who have owned their subsidised flats for at least 10 years, they will be able to purchase a smaller flat or a flat in a more remote area after selling their original flat in the second-hand market without having to pay any land premium.

A subsidised-flat owner said she would not consider relocating to a place far away, citing difficulties elderly residents will encounter in getting used to a new living environment.

With the increase in public housing supply, the chief executive said such policies will help residents achieve home ownership.
