The Observatory issued the Strong Wind Signal No. 3 at 1:10 this afternoon, replacing the No. 8 signal which had lasted for nearly 16 hours.
Tropical Storm Tapah is now moving further away from Hong Kong, towards inland Guangdong.
Under Tapah's strong winds, there were 104 reports of fallen trees in the city, resulting in three injuries.
Under the No. 8 storm signal, Tolo Harbour experienced strong winds and heavy rain, with surging waves on the sea surface.
On the opposite shore, a large tree collapsed onto a moving truck on Sai Sha Road, causing severe damage to the vehicle.
The truck knocked down a lamppost as the driver tried to avoid the tree. Passing vehicles had to steer clear of the debris.
In San Heung Fan Liu Village in Tai Wai, another large tree fell and hit a parked private car. Firefighters were called to the scene to help.
As Tapah coincided with an astronomical high tide, the observatory warned people that low-lying areas might experience flooding.
In Tai O, the water level once rose to about 3 metres above the chart datum -- 0.6 metres higher than normal, nearly submerging a bridge.
The Civil Aid Service had already set up staircases early on and stationed personnel to guard against serious flooding. Police officers were also patrolling the village.
The owner of a dried seafood store said he took precautions right after the Observatory indicated a slight surge.
In Heng Fa Chuen, which was often wind-prone, the wind did not intensify significantly this time around.
Although waves crashed against the shore one after another, they did not reach half the height of the lampposts, and the rain varied in intensity.
Ruben said, "It doesn't (feel like a Signal No. 8), it looks more like just a normal day, just windy, but the wind is strong, it's been raining in the morning, but to me, it seems fine."
In Hung Hom on the Kowloon side, the winds were more gusty, even bending trees. Waves surged in Victoria Harbour, but the water level was not particularly high.
Despite the rain, some people were still out jogging. Part of the canopy at the Hung Hom Ferry Pier has been dismantled, leaving only green mesh netting wrapped around the structure.
The newly built park nearby also doesn't have many places to take shelter from the rain.
Tapah came closest to Hong Kong in the early morning, with intermittent heavy rain occurring throughout the night in Hung Hom.
The storm continued to move across inland Guangdong and away from Hong Kong, but the outer rainbands of Tapah are expected to bring occasional squally showers and thunderstorms to Hong Kong tonight and tomorrow.
