ICAC prosecutes eight for falsifying site attendance

The Independent Commission Against Corruption has charged eight people for falsifying site attendance at a commercial building construction project in Tsim Sha Tsui. Altogether, over 250 thousand dollars in wages were defrauded.

All eight defendants pleaded guilty.

Investigations reveal that between December 2022 and January 2023, the project's foreman arranged six men to be hired as casual workers with another foreman registering their faces in the site's facial recognition system.

With the help of a site administrative officer, the workers' facial images were all replaced by one foreman's face.

That allowed the foreman to clock in and create fake duty records on their behalf.

The system showed six men to have worked 36 to 43 days each, earning wages of over 250,000 dollars.

The money was eventually handed to the two foremen. Five of the six men, the two foremen and the administrator were charged with fraud.

Sentencing for one foreman has been adjourned until September 15th and the rest until September 30th.
