Customs seized more than 2,000 live turtles of suspected endangered species at the Shenzhen Bay Control Point.
The suspected smuggled animals come with an estimated market value of about 1 million dollars.
The medium goods vehicle was intercepted at the Shenzhen Bay Control Point on Saturday.
Officers spotted irregularities in the X-ray inspection around the undercarriage of the car before uncovering nine black bags containing 2,139 live turtles.
The 38-year-old male driver was arrested and charged with attempting to export unmanifested cargo, attempting to export endangered species and cruelty to animals.
He will appear at Tuen Mun Magistrates' Courts on Monday.
