The Observatory has issued seven tropical cyclone warnings this year.
The tally breaks the record for the January to August period since 1946 and ties with records in 1971 and 1980.
The Observatory says whether the area will develop into a tropical cyclone depends on various factors.
HKO expects the area of low pressure east of the Philippines to enter the central part of the South China Sea in the middle of this week, and will likely move towards Hainan Island.
Various AI models predict that the low pressure area to pass between 400 and 800 km in Hong Kong.
