The police arrested five men and one woman during a citywide operation to combat illegal providers of online ride-hailing services.
Three of the suspects who came from the mainland, were "two-way exit permits" holders.
In one case, undercover officers posed as passengers and booked private cars via an online ride-hailing platform.
A 49-year-old local male driver and a 39-year-old mainland male driver were arrested on suspicion of illegally carrying passengers for money.
Investigations found the mainlander was not a registered member on the platform.
He was additionally charged with conspiracy to defraud and breaching condition of stay.
As of Friday, the police have conducted 86 enforcement actions this year against unlawful ride-hailing services.
Seven cases involved illegal workers.
