Hong Kong's Top Talent Pass Scheme, which aims to attract high-income earners and top graduates to the city, saw only a 54 percent renewal application rate when the scheme holders reached the end of their initial stay.
Over 40 percent of the 13,678 scheme holders did not apply for renewal.
The government had previously said the scheme and other talent programmes have economic value and are long-term investments.
Among those who applied, the A-Class applicants, those who earned more than 2.5 million Hong Kong dollars annually pre-arrival, have the highest rate of re-application at 77 percent.
Around 94 percent of all renewal requests were approved.
Reasons for rejection include failure to submit complete information or information the Immigration Department requested.
