It has been raining heavily all morning, with the downpour in East Hong Kong Island and Sai Kung particularly heavy.
The rain in Tseung Kwan O was also very heavy, making it difficult to see the road ahead while driving.
Pedestrians crossing the road were soaked even with umbrellas.
The Kwun Tong Bypass Bridge was completely flooded. Vehicles had to drive slowly.
The Observatory issued an Amber Rainstorm Warning at 6:50 a.m., which was changed to a Red Rainstorm Warning at 9:10 a.m.
The Black Warning was issued 35 minutes later, and the Red Warning was issued again two hours later. It was changed to the Amber Warning at 12:30 p.m.
