Hong Kong recorded a total of 8,142 cybersecurity incidents in the first half of the year, representing a year-on-year increase of nearly 50 percent.

In recent years, multiple public and private entities in Hong Kong have suffered data breaches due to cyberattacks.

The Hong Kong Police Force Cyber Security and Technology Crime Bureau claimed the primary threat was phishing attacks, involving over 28,000 phishing websites, a 47 percent increase compared to the same period last year. To tackle these cyber threats, the Digital Policy Office has launched the "CyberSec One" initiative in collaboration with HKIRC and HKCERT.

One of the key focuses in the second half of 2025 is to enhance employee's anti-phishing awareness through simulated phishing email attack scenarios.

Edmond Lai, the Chief Digital Officer of Hong Kong Productivity Council, explained the programme will publish a vetted list of cybersecurity service providers, helping SMEs overcome resouce constraints in securing reliable cybersecurity support. The National Cybersecurity Awareness Week will be launched in September. The Digital Policy Office will host a series of events, including competitions and forums to raise cybersecurity awareness among the public.

With Hong Kong set to co-host the National Games in November and the Legislative Council Elections coming in December, authorities say the city's cybersecurity readiness is now of mission-critical significance.
