Secretary for Justice Paul Lam said that the definition of "soft resistance" should not be complicated. He said it is only necessary to clarify whether the behavior is illegal. He also believes that publicity and education should be strengthened.

Speaking on a radio programme, Lam said "some so-called soft resistance is actually illegal activities, and there is no need to use the term soft resistance. If it is illegal, we will handle it according to the law. If there is sufficient evidence and legal principles, we will leave the matter to the court to decide."

Lam said "In some cases, if it is not illegal, I think the focus is that it is not against the law, then it depends on several things. It may not be illegal. What he said may be false or misleading. What is his purpose?"

"It may cause everyone to have negative or irrational hatred towards the government or the central government."

Lam said "These things need to be faced squarely. Facing them squarely does not mean that we must arrest or lock them up. First of all, these situations need to be corrected to set the record straight."
