The Legislative Council is set to implement a revised Code of Conduct for members, starting from the next term.
It outlines expectations for lawmakers' behaviours and work performances with the heaviest penalty being suspension without pay.
Legco President Andrew Leung says the full draft has been completed and endorsed by all members.
Under the new rules, lawmakers must attend meetings and notify the Legislative Council Secretariat in advance if absent.
Valid reasons include serious illness or bereavement.
Leaving Hong Kong for over two days during a session also requires notification.
If a lawmaker's absence without a valid reason leads to a failure to reach a quorum, the lawmaker will be fined.
By the end of each Legco annual session, members must submit a work report within two months, which will be published on the Legco website.
They are also required to register personal interests regularly, including declaring gifts worth 1,000 dollars or more.
