One more taxi fleet will begin trial operations by the end of this month.
However, the fleet hasn't recruited enough drivers to meet the licensing requirements.
Some lawmakers suggest the government should relax the regulations and encourage more drivers to join.
The Transport Department says it will keep in touch with the taxi fleets and assist them in rolling out services.

Following SynCab and Joie, Amigo is the third taxi fleet to launch a trial run.
100 taxis will begin operations by the end of June. Most of them are six-seater electric taxis equipped with an AI-powered order dispatch system.
There will be a dedicated mobile app which will be rolled out in July. Passengers will be able to make bookings, get fare estimation and customer support, as well as pay the fares all on their phones.
Right after the driver gets in the taxi, he or she needs to use facial recognition to start the vehicle. There are also multiple cameras inside to record the situation of the driving process. The footage can be used as evidence when there is a dispute between the driver and passengers.
According to the authorities, five taxi fleets have to finish preparation and begin service by the end of July, with at least 60 percent of their taxis taking part.
Edward Tong, operation manager of the Amigo fleet said they will try to recruit more drivers by showcasing the advantages of joining, such as how the advanced systems can add benefits to the drivers' work.
Lawmaker Frankie Yick is keen to see the fleets in operation as soon as possible. He said, "I think the government should do something - to relax a little bit on the terms and regulations to allow those taxi fleets to come into the market as soon as they can. So that people can experience and learn what is happening."
He added that the authorities could provide more favours for taxi fleets, such as setting up more drop off areas at various border crossings.
