Fanling water pipe identified as likely source of black particles in tap water

A joint investigation by government officials and relevant experts found the bitumen and resin particles recently found in the tap water of two Fanling housing estates likely originated from a water pipe on Ping Che Road.
Authorities will deploy robots to confirm the findings, and will replace the affected infrastructure within this year.
A report will be submitted to the Advisory Committee on Water Supplies within two weeks.
Secretary for Development Bernadette Linn, along with Director of Water Supplies Roger Wong and Drinking Water Safety Advisory Committee Chairperson Chan Hon-fai, arrived at Sha Tau Kok Road this afternoon to review the situation of the underground water pipes.
The group was seen observing the use of filters inside the pipes before heading to a service reservoir near Ping Che Road, where engineers explained the details of water pipe robotics.
Citing authorities' investigations into the matter, the secretary for development said among the network of pipes that supplied drinking water to Queen's Hill Estate and Shan Lai Court, only a 400-metre section of a pipe under Ping Che Road has a bitumen coating inside.
She believes that is the source of the black particles, and will initiate pipe replacement work this year.
Linn pointed out that authorities will utilise robots to enter the pipe to review the current situation of peeling coating, and will submit a report to the Advisory Committee on Water Supplies within two weeks.
She added that the water situation at the two housing estates has largely improved, noting a significant decrease in black particles found in the tap water.
When questioned why she did not personally visit the two housing estates, Linn said she wanted to come to the source of the problem.
She emphasised other government departments have been listening to affected residents' opinions throughout this time.
