A U.S. plan for Gaza seen by Reuters proposes a 60-day ceasefire and the release of 28 Israeli hostages alive and dead in the first week, in exchange for Israel releasing 1,236 Palestinian prisoners and the remains of 180 dead Palestinians.

This as chaos erupted again in Gaza on Thursday when tens of thousands of desperate Palestinians tried to collect food from distribution sites run by a new U.S. and Israeli-backed foundation.

When asked about the proposed truce between Israel and Hamas at a briefing Thursday, the White House press secretary did not offer too much detail.

Karoline Leavitt said: "I can confirm that special envoy Witkoff and the president submitted a ceasefire proposal to Hamas that Israel backed and supported. Israel signed off on this proposal before it was sent to Hamas. I can also confirm that those discussions are continuing and we hope that a ceasefire in Gaza will take place so we can return all of the hostages home."

Hamas said it had agreed with Witkoff on a general framework of the agreement that would lead to a lasting ceasefire, a full Israeli withdrawal from Gaza, an influx of aid, and a transfer of power from the militant group to a politically independent committee of Palestinians.

Israel ruled out any such agreement saying it would only agree to temporary pauses in the fighting to facilitate the release of hostages.

Meanwhile, Palestinians described more scenes of chaos on Thursday at an aid distribution hub in Gaza established by a new Israeli and U.S.-backed foundation -- the Gaza Humanitarian Foundation -- but security contractors struggled to control the crowd.

People started scattering when gunfire was heard. It was not immediately clear who fired the shots or if there were any casualties.

The hubs are guarded by private security contractors, with Israeli forces stationed nearby.

The United Nations and other humanitarian organisations have rejected the new aid system saying it will not be able to feed Gaza's 2.3 million people and that it lets Israel use food to control the population.

This as early morning explosions were seen again in Gaza and a large plume of black smoke rose above Gaza's skyline as Israel's offensive inside the territory continues.
