Sources say the government will launch the "Southbound Travel for Guangdong Vehicles" scheme in phases by the end of the year.

InitIally, vehicles will only be allowed to reach the Hong Kong-Zhuhai-Macao Bridge artificial island and drivers will have to leave their cars at an automated parking facility.

The automated parking system at Hong Kong Port on the Hong Kong-Zhuhai-Macao Bridge artificial island is currently under construction. The car park will enter into service by the end of the year.

Sources say the "Southbound Travel for Guangdong Vehicles" scheme will also be launched at the same time. In the first phase, Guangdong-registered vehicles can only park at the automated car park.

Restrictions may be relaxed in the second phase, allowing Guangdong vehicles to go to designated urban areas, such as Tung Chung and Disneyland Resort. But the ultimate goal is to let drivers travel freely.

As to when the second phase will be implemented, sources say Hong Kong authorities are in discussion with their counterparts on the mainland.

Some people say the scheme is not attractive because of its restriction during the first phase.

"It would be better if they could allow drivers to go directly to the urban areas. Otherwise, it is just a hassle," this woman said.

"We are not familiar with Hong Kong's road situation and driving rules. I think the scheme may be more suitable for those who know the city," she said.

On social media, Leung Chun-ying, vice chairman of the Chinese People's Political Consultative Conference, said Hong Kong and Guangdong authorities have reached a consensus on the scheme for a decade.

Leung said the scheme's pros and cons should have been thoroughly discussed. He added Hong Kong requires development, and effectiveness will suffer if things are dragged out for too long.
